Abstract

Surabaya, as one of the largest cities in Indonesia, is experiencing population growth, which leads to an increasing demand for land. The East Coast Conservation Area of Surabaya (Pamurbaya) has become a focal point, as it is part of the city's green open spaces and an important mangrove conservation area for the ecosystem. On the other hand, many communities have long settled in this area and used it for residential, agricultural, and other economic activities. This situation creates a conflict between the need for conservation and the land ownership of the community. This research aims to understand land ownership, possession, usage, and utilization in the Pamurbaya conservation area, while also identifying problems and seeking solutions related to the mismatch between land use and the Regional Spatial Plan (RTRW). The methodology used is qualitative research with a descriptive and spatial approach. Data collection was conducted through interviews, observations, and document studies from various relevant parties. The research results are expected to provide solutions for resolving land conflicts and support policies for sustainable conservation and land use in Surabaya.
