Abstract
Land tenured in forest areas by the community is a dilemma problem because the forest area contains economic, ecological, social and political aspects. One side is the forest area needs to be conserved, but in another sides asset security and community access need to be properly accommodated so that it does not ended in conflict. The government has bridged these problems through the PPTKH scheme (Settlement of Land Tenure in Forest Areas) within the framework of agrarian reform in forest areas, but until now the implementation has not been resolved. This paper intend to explain agrarian reform in the forest area of South Sumatera (Ogan Komering Ulu Districts) and describes how land tenured in forest areas is controlled by cimmunity. The next objective is to explain and share the information to the community to increase knowledge (capacity building) related to the process of identifying and procedures for realizing land in forest areas controlled by the community through Inventory and Verification of Land Tenure in Forest Areas (Inver PTKH). To support this paper, the data was collected through qualitative methods with a semi-participatory approach. Tracking some data was done through semi- participatory observation where the author participated in several activities directly in the ground. The implementation in the ground was carried out with the pre-socialization activities of Inver PTKH using a learning by doing approach, where the community was given education related to Inver PTKH while at the same time identifying the controlled objects. The results of the study shows that South Sumatra has potentials of agrarian reform in the forest area and runs it through two policies, one of them is the PPTKH scheme. In its implementation there are villages that are outside the Indicative Map of Allocation of Forest Areas for the Provision of Land Resources for Objects of Agrarian Reform (TORA) but it can still be proposed through Inver PTKH as long as they fulfill the requirements of legislation. The community actually understands that they need security of assets and access, but do not yet know the procedure for releazing land in the forest area that is controlled through Inver PTKH, so that it requires the transfer of information from other parties. The PPTKH scheme has opened up "opportunities" for communities to provide asset security and access, but unfortunately land deteminations in forest areas are initiated through desk analysis without the knowledge of the community, so that there is a high possibility of distortion in their interpretation. Inver PTKH needs an active role from the community, so that the community needs information transfer and capacity building to be able to identify the objects that are controlled until they can submit a proposal for Inver PTKH collectively.
