Abstract

Sleman Regency is still making efforts to complete spatial planning products, both at the level of planning, regulating utilization and controlling space utilization, considering the increasingly high dynamics of regional development in Sleman Regency. Land Technical Considerations have an important role in regulating control of space utilization, ensuring the conformity of activity plans with applicable spatial planning, and minimizing risks related to spatial planning violations. However, the issuance of technical land considerations at the Sleman Regency Land Office still experiences several problems which hamper the process of issuing technical land considerations. This research aims to analyze the process of publishing land technical considerations, the obstacles faced, and the solutions implemented in publishing Land Technical Considerations. The method used is descriptive qualitative, with data collection through interviews and document studies with the 5M element indicators (Man, Money, Method, Machine, Material). The results of the research show that the process of issuing Land Technical Considerations at the Sleman Regency Land Office has been running in accordance with the established standard operating procedures (SOP), with 392 applications for Land Technical Considerations issued in 2024. However, there are obstacles in publishing Land Technical Considerations, especially related to Suitability of Space Utilization Activities which is published automatically through the OSS-RBA system. This obstacle was caused by inaccurate information from the applicant and errors in the OSS-RBA system. Apart from that, applicants who are not communicative are also an obstacle in issuing technical land considerations. The proposed solution includes coordination between related agencies to improve the OSS-RBA system and carrying out regular outreach to applicants to reduce misleading information and see the requested location in the Touch Tanahku application.
