Abstract

Effective and efficient public services are key to increasing public trust in the government. Bureaucratic reform in land service delivery is a primary focus for improving service quality, including at the Gowa District Land Office through the Rabu LARIS program, which aims to streamline the service process with a one-day service concept. The aims of this research are (a) To find out the average size of Rabu LARIS services and the size of Rabu LARIS's contribution in accelerating land services at the Gowa District Land Office (b) To find out how the Community Satisfaction Index (IKM) is regarding Rabu LARIS services at the Gowa District Land Office (c) To determine the impact of the implementation of the Rabu LARIS service at the Gowa District Land Office. This study employs a mixed methods approach using The Sequential mixed methods strategy. Data was collected through surveys and interviews with 40 respondents who used the Rabu LARIS service. Data collection techniques included field observations, documentation, and Likert-scale questionnaires. The results show that the average annual service achievement of Rabu LARIS is 18,83 services/month in 2022 and 18,16 services/month in 2023, and the program contributes 1,23% to accelerating land services, predominantly in Roya Conventional services. The Community Satisfaction Index (IKM) indicators indicate that most respondents find the requirements, mechanisms, procedures, and processing time of the Rabu LARIS program very appropriate and easy, with a high IKM score. The program positively impacts service acceleration and enhances community satisfaction with land services, though there is still room for improvement in technology and socialization aspects. In conclusion, the Rabu LARIS program has significantly contributed to increasing efficiency and community satisfaction with land services at the Gowa District Land Office. To achieve more optimal results, it is necessary to enhance human resource capacity, better utilize technology, and intensify socialization about the procedures and benefits of this program Keywords: Public service, innovation, bureaucratic reform, Rabu LARIS, Community Satisfaction Index (IKM).
