Abstract

The Yogyakarta City Government has land assets which need to be secured. The form of asset security is physical, administrative and legal control activities. Physical security protects assets by fencing, administrative security is an inventory activity of ownership documents, and legal security is an activity to protect assets through a certification process. The Yogyakarta City Government will collaborate in 2021 with BPN to secure land assets by legalizing land assets which is valid for 60 months or 5 years. In implementing this program from 2021 to 2023, there are still land assets that have not been legalized. This research aims to find out a clear picture of the progress, problems, solutions and impacts of the legalization of land assets of the Yogyakarta City Regional Government. The method used is descriptive qualitative through interviews and document study. The qualitative data used is the result of interviews and document studies regarding progress, problems, solutions and impacts of the legalization of land assets by the Yogyakarta City government. Based on the research results, legalization has not been fully carried out, but with cooperation, as many as 771 land assets have been legalized out of a total of 1,061 land assets, the remaining 290 have not been legalized. Of the 290 assets that have not yet been certified, 170 assets are in the process of being issued and the remaining 120 have not yet been registered. The problems are that database recording is incomplete, land plot validation problems, physical security is not good, documents are incomplete, and there is no asset management information system. The solution is a complete database, optimizing the implementation of land parcel validation, tighter physical security, and reviewing documents, as well as creating an asset management information system. The impact is increasing PAD, optimizing utilization, orderly land administration, and ensuring legal certainty and reducing land disputes.
