Abstract

The Head of the Land Office in the transfer of land rights is assisted by PPAT. The role of PPAT in assisting the Head of the Land Office is to make an authentic deed as a basis for carrying out the HAT transfer process. In the focus of this research, the role of PPAT is to make a deed of sale and purchase as a basis for carrying out the process of registering the transfer of ownership rights. In this thesis, the author raises the problem of the role of PPAT in the process of registering the transfer of ownership rights through sale and purchase in Purbalingga Regency. This selection was motivated by the form of carelessness in making the deed of sale and purchase which caused errors in the contents listed. Therefore, the Land Office is required to return the deed to the maker to be corrected. This causes delays in subsequent processes, because improvements to the writing of the deed of sale and purchase are needed to reflect the changes made. This study uses a qualitative research method. The informant selection technique used in this study is purposive sampling. The types of data used are primary and secondary data obtained from the land office and the PPAT office where the research was conducted. The data were collected using data collection techniques through interviews, observation and documentation. The data obtained were then analyzed descriptively to describe the role of PPAT, factors that can cause problems, efforts made to avoid problems and the benefits of the role of PPAT. The results of the study showed that the role of PPAT is regulated in PP No. 37 of 1998, namely assisting the Head of the Land Office by making a deed of sale and purchase as a basic requirement in the process of registering the transfer of ownership through sale and purchase. The role carried out by PPAT where this research location is carried out in accordance with existing procedures and provisions. Over time, several things were found in the process of making a deed of sale and purchase. The findings were based on the minutes of the inspection of the land deed making official office, namely that there were deeds that were rejected by the Land Office because of problems with typos/phrases that had not been revised. This can cause problems, so efforts are made to avoid problems that can occur and help improve the professionalism of PPAT. PPAT needs to establish good cooperation with the Land Office and vice versa through coaching carried out by land office officials according to their fields of expertise and providing training to PPAT. This study provides insight into the steps that can be taken by PPAT and the Land Office to improve the quality of service and public trust. Through the role and creative attitude carried out by the PPAT in serving the making of sales and purchase deeds, it certainly also provides many benefits to users of its services.
