Abstract

Land conflicts are disputes arising from competing claims to land ownership or use among individuals, groups, or institutions. The scarcity of land, coupled with legal ambiguities surrounding land tenure, often underlies these disputes. Various parties may claim ownership of the same land, leading to conflicts. This study examines the case of land plotting in Tamansari Subdistrict with an area of approximately 100 hectares, Bogor Regency, Indonesia, where local communities have encroached upon government-owned land previously held under a long-term lease by a state-owned plantation company. The objective is to understand the factors driving this encroachment. Employing an empirical legal research method, the study investigates both legal and social aspects of the issue. Findings reveal that the government plans to equitably distribute the land, allocating half to the community and the other half for public service facilities. Moreover, the study identifies historical, economic, socio-cultural, and political factors contributing to the community's encroachment. Keywoard: Land Conflicts, Land Tenure, Land Control
