Abstract

In the implementation of PTSL in 2023, there are changes to the physical data collection process in the form of provisions for the provision of photo maps and the implementation of photogrammetric measurement and mapping. This study aims to determine the implementation and effectiveness of the Technical Guidelines for Complete Systematic Land Registration on integrated physical data collection in 2023. The method used in this research is mixed method or better known as mixed method. From the research results, it was found that the Land Offices of Central Mamuju Regency, Mamuju Regency, and Polewali Mandar Regency were considered effective in implementing the PTSL Technical Guidelines in 2023 with an average effectiveness percentage of 105.77% which is included in the very effective category. However, in terms of quality, it is not fully effective with an average percentage of 88% which is included in the moderately effective category. There needs to be a reassessment of the provisions of the PTSL Technical Guidelines in 2023. The emphasis on the photogrammetric method as the main method in determining field boundaries seems to generalize geographical conditions in all regions in Indonesia without considering areas dominated by plantations.
