Abstract
This research discusses the problem of two certificates that are located exactly above the same object but with different owners so that it causes legal uncertainty by looking at one of the cases as an example of a case. This research aims to evaluate and identify the process of completing multiple certificates and their causes. The research method used in this study is a qualitative method by obtaining data sourced from primary and secondary data. To obtain appropriate data, this research uses data collection techniques in the form of interviews, observations and documentation. The results of the analysis show that there are 2 factors that cause double certificate problems to occur, namely the weak administration of the National Land Agency and the less effective land management by the owner. Based on the data obtained from the National Land Agency (BPN), the problem of double certificates in the dominant Jambi City was resolved through a mediation scheme with a deliberation process to achieve consensus.
