Abstract

This study is based on the Indonesian government's policy through the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, which mandates the registration of all land in Indonesia to ensure legal certainty, as stipulated in Law No. 5 of 1960 on Basic Agrarian Principles. An important initiative under this policy is the Systematic Land Registration program, aimed at accelerating comprehensive land registration throughout Indonesia, with a target of achieving 100 Complete Regencies/Cities by 2024. This study employs a descriptive method with a qualitative approach. Data were collected through interviews with relevant officials at the Jembrana Regency Land Office and through official document reviews. The data were organized and analyzed to identify the typology and strategies for resolving Cluster 4 issues in Jembrana Regency . The results indicate that there are both technical and non-technical challenges in improving land data quality in Jembrana Regency. The process of resolving K4 issues in the area includes the implementation of the 5M strategy (Man, Money, Materials, Machines, Methods), which has proven effective in enhancing land data quality in several targeted villages. The conclusion of this study is that the strategies and implementations carried out have shown significant results in improving land data quality and achieving land registration targets in Jembrana Regency. The study provides recommendations for further steps to accelerate the K4 resolution process across Indonesia.
