Abstract

Land acquisition for the construction of the Cimanggis-Cibitung Toll Road in Jatikarya Village, Jatisampurna District, Bekasi City. One of the problems that arises is "residual land," which is a part of land that is only partially affected by development and is not given compensation. The land plot is not needed in development, so compensation is not given. People who own residual land feel unfair because the land cannot function as before and related to the criteria of residual land such as its shape is irregular and there is no road access, Therefore, the affected community submits an application to the chief executive of land acquisition related to the remaining land to be given compensation. This research uses a descriptive qualitative method and refers to the criteria of the Regulation of the Minister of Agrarian Spatial Planning / Head of the National Land Agency Number 19 of 2021 and Spatial Planning. The results show that of the 8 applications for compensation for residual land, 3 of them were given compensation. Problems identified include the slow provision of compensation by related institutions, the lack of coordination between the residual land study team, and the lack of knowledge of the local community about compensation. The proposed solutions include the need for regulations involving LMAN, BPN, and other agencies that require land, as well as increased coordination and socialization to the community.
