Abstract
Functionally, land administration is implemented by the Ministry of ATR/BPN at the central level, the BPN Regional Office at the provincial level, and the Land Office at the district/city level. The land organization unit does not extend to the village level, but the land office needs to involve the village government to provide records of ownership of unregistered land. To determine the role of the village government in land administration in Kapanewon Gamping, Sleman Regency, the study was conducted in 3 (three) villages, namely Banyuraden Village, Ambarketawang Village, and Balecatur Village. The purpose of the research was to determine the implementation, the role of the village government, as well as the problems and solutions in organizing land administration in the three villages. Data collection was carried out through interviews, observations, and documentation studies which were then analyzed using descriptive qualitative methods. In the implementation of land administration, the governments in the three villages have a policy to continue implementing land administration which includes storing archives, recording the number and date of letter registration, and issuing letters as attachments to conversion applications. This registration forms a framework for land policy. Furthermore, Banyuraden and Ambarketawang villages have digitized letter C books as a form of land information infrastructure. The village government's role in administering land administration is related to institutional arrangements in accordance with Sleman Regent Regulation No. 2.9 of 2020. This role is carried out by the hamlet head (dukuh), the village head (jagabaya), and the village head (lurah). The challenges faced by the government in these three villages in administering land administration are related to limited public knowledge. This limited knowledge relates to the requirements and procedures for applying for Letter C Excerpts and Certificates of Inheritance, as well as the history of inherited land. The village governments' solutions to these problems include: 1) the hamlet head (dukuh) and the village head (jagabaya) inform the community about the requirements and procedures for applying for Letter C Excerpts and Certificates of Inheritance; 2) the hamlet head, as the party with knowledge of land ownership in their area, coordinates with the jagabaya, the village head (jagabaya), as the holder of the village book and map to ensure that applications related to land are clean and clear.
