Abstract

Community resistance in the process of compensation for land acquisition often occurs. One of them is the community's resistance to compensation for land acquisition of the Kertosono-Kediri Toll Road. Resistance occurs influenced by many factors. Resistance can also occur in many forms. The purpose of this study is to find out the factors and forms of resistance carried out by the community to compensation for land acquisition of the Kertosono-Kediri Toll Road and also to find out the solutions offered by the government to the resistance that occurs. This research is expected to be an evaluation material for future policies related to land acquisition. The research method used in this study is a qualitative method with a sociological approach. Data collection techniques are carried out through interviews and document studies. This research is located in Sukomoro District which is divided into two villages, namely Kedungsoko Village and Nglundo Village. The results of this study show: (1) The compensation offered is not in accordance with expectations and is considered unfair so that it causes losses to the community, (2) the community thinks that the government does not consider the loss of livelihood and lifestyle, (3) the government does not consider the social and cultural values that are disturbed due to the construction of the toll road, (4) the government does not observe that this land acquisition does not pay attention to disputes land parcels, (5) the existence of negative experiences of individuals in the compensation process such as unsatisfactory deliberations, (6) the community shows a less cooperative attitude in the procurement of this land, (7) the forms of resistance that occur are semi-open resistance and closed resistance, (8) the solutions offered in the settlement of resistance are the revision of the assessment results by appraisal, re-deliberation, submission of objections to the District Court, and consignment.
