Abstract

The Complete Systematic Land Registration Program (PTSL) is a national strategic policy aimed at ensuring legal certainty of land ownership through the acceleration of comprehensive land registration. This study aims to analyze the implementation, identify the problems, and formulate solutions regarding the collection and documentation of juridical data within the PTSL program in East Lombok Regency. The research employs a descriptive qualitative method, utilizing in-depth interviews and document studies for data collection. The findings reveal that although the PTSL program has been implemented in accordance with technical procedures, the Juridical Task Force continues to face several obstacles. These include low public awareness in completing required documents, the submission of plots already certified, inapplicable applicant ID cards for system entry, as well as issues related to inheritance and third-party land claims. These challenges have negatively affected the program’s effectiveness and target achievement. The study recommends strengthening coordination among stakeholders, enhancing public legal literacy, and optimizing the use of information technology to support the verification and documentation of juridical data. The findings are expected to serve as a reference for the development of more effective and responsive land administration policies and practices.
