Abstract
Current advances in technology and information have impacted community activities, including land services. This is evident in the issuance of electronic certificates implemented by the Sleman Regency Land Office since May 31, 2024. The implementation of electronic certificate issuance ensures that land services can run quickly and easily. However, during the initial implementation, there were relatively long service times and a decrease in non-tax state revenue (PNBP). This study aims to identify the problems encountered in the implementation of electronic certificate issuance and to determine the solutions implemented to address these issues. The research method used in this study is a qualitative method with a descriptive approach. The data used are primary and secondary data. Primary data was obtained through interviews and observations, while secondary data was obtained through document studies. The results of the study indicate that the implementation of electronic certificate issuance was implemented across all land services that produce certificates, such as the transfer of sale and purchase rights, parcel division, and initial land registration for recognition/affirmation of rights. The implementation was carried out in two phases. There were issues with untimely file completion and an increase in application file backlogs in the implementation of electronic certificate issuance at the Sleman Regency Land Office for applications for transfer of sale and purchase rights, parcel division, and initial land registration for recognition/affirmation of rights. Thus, the problems that occurred decreased the performance of the Sleman Regency Land Office. The problem was then analyzed using a fishbone diagram consisting of 5M (Man, Machine, Methods, Material, Money). These problems can occur due to: 1) Poor quality of land data, especially spatial data, and low digitalization of documents; 2) Limited human resources and no specific training; 3) There are connectivity problems, errors, and inconsistencies between the KKP and SITATA applications; 4) The existence of policy dynamics and lack of detailed policies in issuing electronic certificates; and 5) Budget limitations and budget efficiency. The solutions implemented to describe the causes of these problems are: 1) Improving the quality of land data through PTSL 2024 and the 10,000 fields Media Transfer Project; 2) Human Resource Management and Improvement; 3) Infrastructure Optimization; 4) Creating Media Transfer SOP; and 5) Budget Optimization.
