Abstract

The advancement of information technology has driven digitalization across various sectors, including land affairs. The use of Cloud-based Geographic Information Systems (GIS Cloud), such as CartoVista, offers a solution to enhance the efficiency and accuracy of land data management. Based on this background, this study aims to examine the digital management of land data. The objectives of the research are: (1) To analyze the process and implementation of GIS Cloud CartoVista in managing land data; (2) To evaluate the usability and data security aspects of GIS Cloud CartoVista in land data management. This study employs a mixed-method approach, combining qualitative and quantitative methods. The qualitative approach is used to identify stages of implementation and observe data security aspects through testing with the OWASP ZAP application. Meanwhile, the quantitative approach is applied to assess the usability level of CartoVista in managing land data. The findings reveal that: (1) Land data management involves user needs analysis, field surveys using SmartPTSL, data processing in ArcGIS, and interactive presentation through webGIS on CartoVista. Implementation includes training and testing, resulting in an innovative initiative that led Tegalrejo Urban Village to rank in the top five of the 2025 inter-village competition in Yogyakarta City. Challenges encountered include limited hardware and network capacity, user adaptation to new technology, and incomplete data; (2) CartoVista demonstrates a fairly good level of usability, though users still require adjustment and technical support. Security testing using OWASP ZAP identified 15 low to medium-risk vulnerabilities and several informational ones. Although no high-risk vulnerabilities were found, regular security improvements are still necessary. Keywords : GIS Cloud, CartoVista, Land Data Management
