Abstract

Land rights certificates are attached to a parcel of land that has been registered to ensure its legal enforceability through the land registration process. Agrarian Reform provides benefits to the community in overcoming land-related problems. The community residing in permanent independent settlements in the Disaster-Prone Area of Glagaharjo Village cannot register the subdivision of their land rights. The obstacles experienced by this community encouraged relevant stakeholders to get involved in the land certification process for the community so that they could obtain legal force over the land they will use for permanent independent housing. Relevant stakeholders, through the Agrarian Reform program, which is part of the Sleman Regency Agrarian Reform Task Force Institution, sought to provide solutions to legalize these assets. This research uses a qualitative method, meaning data collection is not guided by theory but by facts found during fieldwork, and the data analysis is inductive, based on the facts discovered. The implementation of the Sleman Regency Agrarian Reform Task Force program in resolving land issues for the community experienced a change from land consolidation to relinquishment of rights. The Sleman Regency Agrarian Reform Task Force functions as a coordination platform in completing community land certification. The result of this coordination is the amendment of Sleman Regent Decree Number 30/Kep.KDH/A/2022 to Sleman Regent Decree Number 60.8 Year 2024, which can be used to accommodate the certification process.
