Abstract

Village assets according to Law Number 3 of 2024 are village-owned goods originating from the village's original wealth, purchased with village budget (APB Desa) funds, or acquired through other lawful rights. Asset management in the Special Region of Yogyakarta (DIY) follows special policies based on Law Number 13 of 2012 concerning DIY’s Special Status, further regulated by DIY Regional Regulation Number 1 of 2017 on the management and utilization of Kasultanan and Kadipaten lands. To detail this regulation, the DIY Government issued Governor Regulation Number 24 of 2024, which governs the use of village lands originating from Kasultanan and Kadipaten lands. Budgeting for these activities is set in Governor Regulation Number 52 of 2023 concerning guidelines for managing regional financial aid to regency/city and village governments. The Special Financial Assistance Program (BKK) for land affairs has been implemented in several villages, including Sidoharjo Village, Tepus Subdistrict, Gunungkidul Regency, continuously from 2022 to 2024. This study aims to examine the implementation of the BKK Land Program, identify obstacles, and explore solutions. It uses a qualitative descriptive method with data collected through semi structured interviews and document studies. Results show positive development in the program’s implementation in Sidoharjo, reflected in increasing beneficiaries, harvest yields, sales results, additional average income, and planting success rates from 2022 to 2024.
