Abstract

The initial implementation of cadastral map (Surat Ukur) media conversion faced a lack of clear operational guidelines, resulting in a decline in the performance of the 7 Priority Services from June to September 2024. Preliminary observations indicate that insufficient competencies, procedural transitions, limited human resource capacity, and the absence of comprehensive regulatory frameworks have significantly hindered the acceleration of the media conversion process. These challenges contributed to delays in the completion of service files. However, following the introduction of innovative measures, performance improved markedly from October to December 2024, as evidenced by the enhanced ranking of the Land Office at the Regional Office (Kanwil) level in Central Java Province. This study aims to: (1) describe the implementation of the media conversion of cadastral maps at the Semarang City Land Office; and (2) identify the obstacles encountered during the conversion process and formulate strategies for accelerating its implementation. The research adopts a qualitative descriptive method using purposive sampling. Primary data were collected through interviews and direct observation of the implementation steps in the cadastral map conversion process and pre-electronic validation (Pre SU-el). Secondary data were obtained from books, journals, reports, theses, land administration documents, cadastral data from the KKP portal application, and other relevant literature. The findings indicate that the media conversion process begins with the validation stage (Pre SU-el), followed by the actual cadastral map digitization. Several challenges were identified during both stages, highlighting the need for targeted strategies to support and accelerate the overall implementation of cadastral map media conversion.
