Abstract

This study investigates the implementation of the M3K (Munggah, Mundur, Madep Kali) program aimed at upgrading slum areas along the Winongo River in Yogyakarta, focusing on Sudagaran Village, Tegalrejo Subdistrict. The research addresses challenges in program execution, identifies factors influencing its success, and proposes solutions for effective implementation. Using a qualitative descriptive approach, data were collected through interviews, field observations, and document analysis involving community members, local leaders, and government officials. The study reveals mixed outcomes: full implementation in RW 12, partial progress in RW 11, and significant obstacles in RW 10. Key factors influencing implementation include socio-economic conditions, leadership effectiveness, technical complexities, communication strategies, legal-administrative issues, and environmental-geographical constraints. The research underscores the critical role of community participation, adaptive leadership, and integrated planning in overcoming resistance and technical challenges. It recommends a holistic approach combining economic empowerment, institutional strengthening, technical adaptability, multi-channel communication, legal resolution, and environmental management. The findings contribute to improving slum upgrading programs by emphasizing context-specific strategies and stakeholder collaboration for sustainable urban development.
