Abstract
Gilang Village holds strong potential in developing oyster mushroom cultivation but still faces several challenges in accessing capital, markets, and product diversification. Through the Agrarian Reform Access program initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), the local community is facilitated in cultivating oyster mushrooms and processing them into high-economic-value products such as mushroom chips. This research aims to examine the history of oyster mushroom cultivation and product diversification through the agrarian reform access program, the added value generated, the roles of involved actors, and the program's contribution to improving economic opportunities in the village. The novelty of this research lies in its focus on integrating the development of horticultural commodities—specifically oyster mushrooms—with the agrarian reform access model in non-agricultural village clusters. This study uses a mixed-method approach with a concurrent embedded strategy, combining qualitative and quantitative methods simultaneously. Data were collected through in-depth interviews, field observations, document reviews, and value-added analysis using the Hayami method. The research subjects are members of the Mushroom Farmers Group in Gilang Village, supported by key informants from local actors and relevant agencies. Qualitative data were analyzed descriptively, while quantitative analysis measured the added value of diversified mushroom products. The research findings show that the agrarian reform access program was implemented in three separate phases over different years. The diversification of raw mushrooms into mushroom chips generated an added value of IDR 34,125/kg with a 54% value-added ratio—significantly higher than the sale of raw mushrooms. The program improved community skills, market access, and household income, while also encouraging the growth of new home-based businesses in Gilang Village. Agrarian reform access has positively contributed to strengthening the village economy through horticultural development and community empowerment.
