Abstract
Indigenous communities in Indonesia have a close relationship with the land as their living space and source of livelihood, which has been passed down from generation to generation. The Kuta Indigenous Village in Ciamis Regency is one of the indigenous communities that preserves cultural values and communal land management systems through customary rules and traditional institutions. However, socio-economic development, modernization pressures, and policy interventions such as land certification programs and cultural tourism development have driven significant changes in the patterns of control and utilization of customary land. This process has created conditions in which land is no longer viewed solely as a living space but also as an economic commodity. This change is known as commodification. This commodification phenomenon has the potential to shift traditional tenure systems and weaken customary practices that have been an integral part of the identity and local wisdom of indigenous communities. On the other hand, there are concerns about the loss of communal values and the occurrence of land ownership conflicts due to the transfer of land rights to parties outside the indigenous community. This study aims to analyze the forms of commodification of indigenous land, the transformation of traditional tenure systems, and their impact on communal land management in Kampung Adat Kuta, Ciamis Regency. The method used in this study is a mixed method. This method combines qualitative and quantitative analysis in one study. The qualitative research method uses a rapid ethnography approach through in-depth interviews, participatory observation, and documentation, while the quantitative approach uses questionnaires and statistical analysis using Partial Least Square (PLS). The results of the study indicate that there has been a shift in land ownership from a communal to an individual pattern due to land certification, empowerment programs, tourism activities, and buying and selling activities, including the involvement of parties outside the traditional community. This transformation of the tenure system has also changed traditional practices and the communal management of customary land. The commodification of customary land also impacts the resilience of cultural values and the sustainability of local wisdom in the Kuta Customary Village community. Therefore, stronger legal protection, institutional strengthening of customary institutions, and policies that balance economic development with the preservation of communal values are necessary.
