Abstract

Sustainable development is a global agenda initiated by the United Nations through the 2030 SDGs, emphasizing a balance between economic growth and environmental preservation. Malang City, as one of the major cities in Indonesia, demonstrates complex spatial development dynamics, which tend to follow a sectoral pattern as proposed in the Sector Theory by Homer Hoyt. This pattern is closely related to the achievement of sustainable development goals. This study aims to identify the sectoral development patterns in Malang City, analyze their relationship with economic and environmental aspects, and evaluate the role of the government in realizing economic growth alongside environmental sustainability. The research employs a mixed-method approach combining spatial analysis, phenomenological perspectives, and document studies. The results show that Malang City is divided into five sectoral zones in line with Hoyt’s Sector Theory, namely zone 1 (CBD/central business district), zone 2 (industrial area), zone 3 (low-income residential area), zone 4 (middle-income residential area), and zone 5 (high-income residential area). Each zone contributes differently and has distinct impacts on economic and environmental dimensions, reflecting the unique characteristics and potential of each area. In response, the role of the government in achieving sustainable development is illustrated through the Hexahelix Combination Management Models (HCMM), highlighting active collaboration among government, academia, investors, media, communities, and regulatory frameworks.
