Abstract

The Indonesian government is encouraging infrastructure development through National Strategic Projects (PSN) to accelerate economic growth and community welfare. One of the PSN projects is the construction of the Tugu Dam in Nglinggis Village, Tugu District, Trenggalek Regency, which aims to provide irrigation water, flood control, and tourism. However, this project also triggers changes in land use and the economic conditions of the local community. This study aims to analyze changes in land use between 2014 (start of construction) and 2025 (utilization period) using descriptive quantitative methods and high-resolution satellite imagery delineation with ArcGIS. This study also analyzes the effect of land area on the economic conditions of the community (livelihoods, income levels, and employment opportunities) using associative quantitative methods through simple regression analysis. The results show that during 2014–2025, the land is dominated by dense forests and fields, with a decrease in rice fields and forests due to an increase in the service sector. Land area affects livelihood and employment opportunities, with a sig. value of livelihood of 0.005 while employment opportunities have a sig. value of 0.019 or less than 0.05, but does not affect income levels with a significance value of 0.916 (>0.05). This emphasizes the importance of more optimal development management by considering changes that occur through regulation and training to improve community welfare.
