Abstract

The development of Complete Cities/Regencies is one of the strategic steps launched by the government through the Ministry of ATR/BPN to realize legal certainty of land rights. Malang City is one of the autonomous regions that has been awarded the title of Complete City in Indonesia. In an effort to obtain this title, the development of integrated data for Complete Urban Villages in Malang City still leaves several red marks that need to be studied in more depth. Therefore, this study aims to integrate 3 (three) important aspects, starting from implementation, problems, and strategies in the implementation of Complete Urban Village development in one of the sub-districts that has not been resolved after the declaration of Complete City in 2024, namely Sukun Sub-district. The method used in this study is a qualitative method with a descriptive approach through structured interviews, observations, and document studies. The research findings show that in general the implementation of Complete Urban Village development in Sukun Sub-district is divided into 4 (four) stages, namely: 1) Data Identification and Inventory; 2) Studio Checking; 3) Field Activities; and 4) Finalization of Results and Reporting, in accordance with the 2022 PTSL Technical Instructions. In its implementation, all stages have fulfilled the 5M management elements. However, based on the results of observations of implementation and evaluation using Rumelt's Evaluation Theory, there are still problems, both technically and non-technically. Research findings show that the main obstacles lie in the feasibility of technological infrastructure, human resource capacity that still needs to be improved, and less than optimal coordination between institutions. In response to the SWOT Analysis, the strategies implemented by the parties include: strengthening the institutional vision and mission, increasing cross-sector coordination, third-party cooperation and utilizing digital technology in the form of Artificial Intelligence (AI).
