Abstract

Slum areas are one of the main challenges in urban planning in Indonesia, especially in Jakarta, which is experiencing very rapid population growth. One strategy for handling slum areas is through Vertical Land Consolidation (VLC), which is an approach to organizing areas through horizontal to vertical housing transformation. This study aims to Analyze the implementation of VLC in Palmerah District, West Jakarta; Identify factors that influence the arrangement of slum areas in riverbank and city center typologies; and Formulate a strategy for duplicating VLC in Palmerah in other slum areas. This study uses a qualitative descriptive method with observation, interview, and documentation techniques. The results of the study show that the implementation of VLC in Palmerah has succeeded in improving the quality of housing, land legality, and quality of life of the community. Key success factors include community participation, regulatory support, and collaboration with the private sector. The strategy for duplicating VLC in other areas needs to be adjusted to local social, economic, cultural, and geographical conditions. VLC has proven effective in organizing densely populated areas into more livable and sustainable environments.
