Abstract

The construction of the Semantok Dam, as part of the National Strategic Project (PSN) in Nganjuk Regency, has had a significant impact on surrounding communities. A total of 244 plots of community-owned land, 6 plots of village treasury land, and 5 plots of public infrastructure land were affected by the project, resulting in the relocation of more than 100 households. This study aims to identify the obstacles that have hindered the completion of land certificate issuance for relocation sites in the Semantok Dam development project. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and document analysis from relevant institutions. The findings indicate that the relocation site is located on 39.98 hectares of land owned by Perhutani, which has not yet been reclassified from forest area to non-forest land. Administrative issues, such as the lengthy process of forest area land swaps (tukar menukar kawasan hutan) and the transfer of land control from the local government to the community, are the main barriers to land certification. The absence of land certificates has led to legal uncertainty, vulnerability to third-party claims, and declining public trust in the government. Therefore, it is necessary to accelerate the land status conversion process, facilitate the transfer of land rights to the community, and enhance transparency in policy implementation to ensure that the rights of affected communities are fulfilled fairly and legally.
