Abstract
This study examines the impact of the Cirebon Coal-Fired Power Plant (PLTU) on land use changes and land management strategies that support sustainable development in Astanajapura Districts and Mundu Districts, Cirebon Regency. The main objectives of this research are to identify land use change trends from 2016 to 2024, to assess the impacts of the power plant on surrounding communities, and to formulate land management strategies to promote sustainability. A mixed-methods approach was employed, combining spatial analysis using Sentinel-2A satellite imagery from 2016, 2020, and 2024 with qualitative methods including interviews and field observations. The results show that the development of the Cirebon PLTU has led to changes in land use, particularly the conversion of agricultural and coastal areas into industrial zones. Negative impacts have been reported by local communities, including environmental degradation, health issues, and a decline in the income of fishermen and farmers. This study recommends land management strategies that take into account environmental carrying capacity, community participation, and the strengthening of spatial planning regulations (RTRW) in alignment with sustainable development principles.
