Abstract

Agrarian reform is a strategic program initiated by the Indonesian government aimed at balancing the structure of land ownership, control, use, and utilization for the welfare of the people. One of its main pillars is access arrangement, which focuses on the economic empowerment of agrarian reform beneficiaries. This study examines the implementation of the institutional arrangement phase within the access arrangement activities of agrarian reform in Ngampilan Urban Village, Ngampilan Subdistrict, Yogyakarta City, with a specific focus on its contribution to achieving Goal 8 of the Sustainable Development Goals (SDGs): Decent Work and Economic Growth. Using a qualitative method with a case study approach, this research analyzes the indicators of decent work and economic growth that have been met following the implementation of institutional arrangements. Data were collected through in-depth interviews with key informants from the Yogyakarta City Land Office, Ngampilan Urban Village Government, the Cooperatives and SMEs Office of the Special Region of Yogyakarta, the Tourism Office of Yogyakarta City, and MSME actors who received access through agrarian reform. Field observations and document studies were also conducted to support the data. The findings reveal that the implementation of institutional arrangements for agrarian reform beneficiaries in Ngampilan Urban Village has contributed positively to the achievement of SDG Goal 8. Nine out of thirteen indicators of decent work and economic growth have been fulfilled, including adequate income and productive employment, reasonable working hours, elimination of undesirable jobs, job stability and security, safe working environments, social dialogue, access to raw materials (land), labor, and capital. However, four indicators have not been optimally met: employment opportunities, combining jobs, equal opportunities and treatment in employment, and comprehensive social protection. This study concludes that institutional arrangements have successfully improved the economic quality of the community and strengthened worker protection in Ngampilan. However, further efforts from local governments and relevant stakeholders are needed to promote broader job creation, ensure the right to annual leave, and enhance the inclusiveness of economic growth so that the benefits of agrarian reform can be distributed more equitably and sustainably among all members of the community.
