Abstract
Through the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018, the government launched a program called the Complete Systematic Land Registration (PTSL), in which land registration is carried out simultaneously in a designated village or sub-district area. This program is a national priority that aims to ensure that all land in Indonesia is fully registered and certified by 2025. One of the acceleration strategies for land registration is the concept of Integrated PTSL, as outlined in the Technical Guidelines of PTSL Number 3/Juknis-HK.02/III/2023. One of the land offices implementing this concept is the Land Office of Mojokerto Regency. However, in practice, the implementation of the PTSL program does not always run smoothly. There are often challenges encountered in the field, both from internal factors within the land office and external factors from the community. Therefore, this study seeks to identify the implementation stages, the obstacles encountered, and the solutions provided by the Land Office of Mojokerto Regency. This study uses a qualitative method with a descriptive approach. The qualitative method is a social research method that collects and analyzes verbal and written data. Researchers may gather information through interviews, field notes, surveys, photographs, personal documents, and records. Meanwhile, descriptive research is a type of research that aims to describe an object or topic in-depth and in detail. The data used in this study consist of primary data (direct interviews with PTSL implementers from both the Land Office of Mojokerto Regency and the village committee) and secondary data (documents and outputs of PTSL). The results of this research indicate that the implementation of PTSL at the Land Office of Mojokerto Regency in 2024 has referred to the established technical guidelines, namely Technical Guidelines for Complete Systematic Land Registration Number 3/Juknis-HK.02/III/2023. In its implementation, several obstacles were identified and categorized into three types: technical, human resources, and social participation. Technical obstacles refer to issues related to facilities and infrastructure, data quality, task distribution, and errors during certificate data collection and distribution. Human resource obstacles arise from the limited number and capacity of personnel involved in implementing PTSL. Social participation obstacles occur when individuals or groups are hindered from participating in PTSL activities, either due to socio-political pressure or external village-level conflicts. This study also discusses the solutions to these three categories of obstacles, including both those that have been implemented and those recommended to the Land Office of Mojokerto Regency.
