Abstract

The Complete District Land Registration Program (PTKL) is a strategic initiative by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) aimed at creating a comprehensive and accurate land database throughout the city/regency area. This research aims to analyze the implementation of the PTKL program at the Bekasi Regency Land Office as an effort to control land disputes. The research method used is qualitative with a descriptive-analytical case study approach. Data collection was conducted through interviews with Land Office officials, documentation, and literature study. Of the 6 Complete District requirement tickets, 3 tickets have met the requirements: tolerance for the number of KW456 (4.55%), delineated parcel area (8.98%), and aerial photo coverage (82.66%). Supporting factors include adequate technical equipment, competent human resources, good inter-section coordination, adequate supporting data, government policy support, and supporting information technology infrastructure. However, the program faces constraints including limited juridical and historical data, lack of supporting equipment, insufficient human resources, incomplete aerial photos in all villages, lack of synchronization with routine land activities, and many unmapped K4 parcels with limited references. PTKL has proven effective in controlling land disputes through a comprehensive preventive approach, including early detection of land parcel anomalies, data quality improvement, community participation through the Sentuh Tanahku platform, and handling standardization. The program's effectiveness in the long term depends on implementation consistency, technology support, and ongoing commitment from all stakeholders involved.
