Abstract

This study examines the establishment of the desa binaan (Fostered Village) Program as a strategic effort to accelerate the implementation of the Complete Systematic Land Registration (PTSL) in Kolaka Regency. Initiated by the Regional Office of the National Land Agency (BPN) of Southeast Sulawesi, the program aims to enhance administrative and technical readiness of villages in supporting PTSL activities. A qualitative-descriptive approach was used to explore the roles of stakeholders, implementation strategies, program phases, and the impact on the effectiveness of PTSL execution in 2025. The results indicate that the Kolaka Land Office plays a central coordinating role through the T-1 work system, which involves preparatory activities one year prior to the PTSL implementation. Village officials and the local community also showed active participation in collecting juridical and physical land data. The implementation stages included roadmap development, village declaration, socialization, training, and evaluation. The program has significantly strengthened collaboration among the Land Office, village officials, and the community, while also reducing technical and social obstacles in the PTSL process. This success is reflected in Kolaka’s achievement of first place nationally in PTSL performance. Thus, the Desa Binaan Program serves as an innovative and effective strategy to accelerate PTSL implementation through a structured, collaborative, and sustainable approach.
