Abstract

Land acquisition often leads to problems due to the gap between regulations and the actual conditions in the field. The implementation of inventory and identification by Task Force A in the land acquisition for the Bulango Ulu Dam was also not free from issues. One of the main problems was the difference in land parcel shapes between land certificates and the measurement results by Task Force A. This caused difficulties in data processing, especially for registered land parcels, and became a specific challenge in creating the Land Parcel Map (PBT). The purpose of this study is to examine these problems and the policy efforts taken by Task Force A in the land acquisition process. This research uses a qualitative method with a descriptive approach. The results show that the inventory and identification process carried out by Task Force A consists of four stages: preparation, implementation, data processing, and PBT creation. During data processing, 306 Parcel Inventory Numbers (NIV) were found to have discrepancies in land parcel shapes between the measurement results and the certificates. The solution applied by Task Force A was to use the updated measurement results while also displaying the original shape and position from the certificate in the PBT, along with an official statement signed by the landowners.
