Abstract

Digital transformation in land administration encourages the use of electronic certificates as an effort to improve efficiency, security, and transparency of services. However, this innovation still faces perceptions such as a tendency towards public caution, diverse interests, limited experience in using digital technology, and motivations and expectations influenced by various internal and external factors. The research method used was a qualitative approach with a descriptive approach. The results showed that public perceptions were influenced by attitudes that were still influenced by concerns about data security and the habit of using physical certificates, interest that began to grow with socialization and ease of access but was still limited by digital literacy, experience dominated by the use of analog certificates, which gave rise to doubts about electronic systems, motivation driven by the need for efficiency and legal certainty but needed to be supported by infrastructure readiness, and expectations for improved service, security, and ease of land administration. The study concluded that the successful implementation of electronic certificates is highly dependent on increased digital literacy, intensive socialization, strengthening security systems, and adequate regulatory and infrastructure support. Therefore, it is recommended that ongoing education, cross-agency coordination, and strengthening public trust are carried out so that digital transformation in the land sector can run optimally in Sleman Regency.
