Abstract

This research is driven by the urgent issues faced by coastal communities in Setapuk Besar Village due to seawater intrusion, which are then addressed through empowerment and the arrangement of agrarian reform access for welfare improvement. Using a descriptive qualitative approach, this study aims to describe the socio-economic conditions and obstacles faced by the community, as well as to examine the results of this empowerment within the context of agrarian reform access arrangement. The research findings indicate that the program successfully provided assistance, skills training (e.g., BSM3 fertilizer production), production house support, and export certification, which significantly improved access to land, business capital, and community welfare, fostering independence and sustainability. In conclusion, the arrangement of agrarian reform access through coastal community empowerment has been effective in improving welfare and quality of life in Setapuk Besar Village, while also serving as a solution to seawater intrusion.
