Abstract

Land redistribution under the Agrarian Reform Object Land (TORA) scheme originating from the former Land Use Rights (HGU) of PT Kencana Sikasur in Sodong Basari Village, Belik District, Pemalang Regency, faced several problems. These problems arose due to differences in perception between two farmer groups. To resolve these problems, the Pemalang Regency Agrarian Reform Task Force (GTRA) was formed. This study aims to determine the chronology of land acquisition of former HGU PT Kencana Sikasur by farmer groups, the process of obstacles occurring and the final results of problem resolution. This study used a qualitative method with a case study approach. Data were obtained through interviews with key informants, document studies, and field observations. The results showed that farmer groups had acquired the former HGU PT Kencana Sikasur land before the HGU period expired. The GTRA team resolved these problems through caucuses, data verification and clarification, measurements, field research, and mediation meetings. The obstacles faced were limited human resources and obstacles in collecting incomplete administrative data from land cultivators. The result of resolving the problem was that land with an area of ± 65.71 ha was given ownership certificates to 281 cultivators, 6 use rights certificates to the Village Government with an area of ± 2.89 ha and the remainder for utilization planning and other uses.
