Abstract

This study aims to analyze the role of the Agrarian Reform Task Force (GTRA) in strengthening asset legalization schemes for overwater settlements in Kampung Bulang, Tanjungpinang City, as well as to identify the challenges faced and solutions implemented during the program. The research used a descriptive qualitative method with data collected through in-depth interviews, participatory observation, and document analysis, then analyzed using thematic data analysis techniques. The findings show that GTRA plays a significant role in the preimplementation, implementation, and post-implementation stages, with main activities including forming the implementation team, community socialization, subject and land parcel verification, land measurement, facilitating PKKPRL permits, and issuing Building Use Rights certificates. However, the study also found several challenges faced by GTRA, such as the low level of public understanding of the benefits of land certificates, suboptimal cross-sectoral coordination, limited budget and technical human resources, and field technical constraints such as difficult-to-access measurement locations. To overcome these challenges, GTRA implemented solutions such as communitybased socialization, strengthening inter-agency coordination, and scheduling measurements based on tidal conditions. This study concludes that GTRA plays a strategic role in supporting legal certainty for coastal community assets and improving their economic welfare.
