Abstract
The digital transformation of land administration through the Electronic Land Certificate (Sertipikat-el) program is part of Indonesia's public service modernization efforts. This study aims to analyze the public perception in Bandung City regarding the implementation of Sertipikat-el, identify influencing factors, and examine the role of the Land Office’s socialization efforts in shaping public understanding. A descriptive qualitative method was employed, using in-depth interviews with 24 informants who have owned or are familiar with electronic certificates. The findings reveal varied perceptions: some respondents view the program as efficient and accessible, while others struggle due to limited digital literacy and access to technology. Influencing factors include age, education level, previous bureaucratic experiences, infrastructure, and trust in government. The Land Office’s socialization efforts are perceived as insufficient, particularly for elderly and digitally limited communities. This study concludes that a more inclusive and adaptive communication strategy is essential to enhance public acceptance of the electronic certification system.
