Abstract

This study investigates the issues of data quality and the effectiveness of media conversion implementation at the Bogor II Land Office. Digital transformation in land administration, particularly through the conversion of physical documents to digital formats, is a crucial step to enhance the efficiency and transparency of public services. However, its implementation often faces significant challenges related to data quality. This research employs a mixed-methods approach, utilizing a descriptive qualitative method to identify data quality conditions and problems, and a correlational quantitative method to analyze the relationship between data quality and the effectiveness of media conversion. The findings indicate that the data quality conditions at the Bogor II Land Office, especially in categories KW 4, 5, and 6 (unmapped data), still require improvement, although the overall percentage is relatively good (3.28%). There is a disparity between electronic-ready data and the number of Pra Sertel, suggesting challenges in data synchronization and integration. Key data quality problems include spatial issues (unidentified land parcel locations, missing survey documents, discrepancies in land parcel shape and area, and overlaps) and textual issues (duplicate entries for right numbers, survey numbers, and NIBs; inactive rights recorded as active; discrepancies in land book information; and missing land book documents). Furthermore, issues were identified in the media conversion data validation scoring system within the SITATA application, where a 100% score does not always reflect complete data item entry. Correlation analysis reveals that better data quality, indicated by higher validation scores, contributes to faster media conversion processing times. However, this relationship is not always directly proportional, as the effectiveness of media conversion is also influenced by other factors such as file management, the availability and expertise of human resources, and network infrastructure. Therefore, a comprehensive strategy encompassing data quality improvement, system optimization, human resource development, and infrastructure enhancement is necessary to achieve optimal media conversion effectiveness.
