Abstract

Technical Land Considerations (PTP) is a technical analysis with the capacity to provide information on land use, ownership, legal status, availability, suitability with spatial plans, and indications of land issues prior to the issuance of a permit. Technical land considerations play a pivotal role in ensuring that the subject and object of the land in question do not give rise to any problematic issues and can support environmental sustainability. The objective of this study is threefold: firstly, to provide a comprehensive description of the implementation of PTP services; secondly, to identify indicators of land suspected of disputes; and thirdly, to explain the issuance of PTP. The research method employed a qualitative descriptive approach with a legal-empirical perspective, conducted through interviews, observations, and document reviews. The findings of the research suggest that PTP issuance can be conducted on land designated as disputed, provided that it is accompanied by supporting documentation and robust technical analysis results. In PTP, the principles of caution and compliance with regulations form the foundation for decision-making. The research findings demonstrate that the flexibility of PTP procedures in addressing indicative cases without neglecting legal aspects serves as a strategy in formulating PTP policies.
