Abstract

This study aims to analyze community participation in the implementation of the Complete Systematic Land Registration – Community Participation (PTSL-PM) program in Cibanten Village. The research focuses on the forms, levels, and influencing factors of participation. A descriptive qualitative method was used, with data collected through interview, and documentation. The findings reveal that community participation is manifested in four main forms: decision-making, implementation, utilization of results, and evaluation. The general public participated at the level of consultative participation, where they provided input during program implementation, while Puldatan participants were categorized under functional participation, indicating active involvement and access to contribute to activities. The main driving factor of participation was the community's willingness, as shown by their readiness to attend socialization events, prepare documents, and support the data collection process. In contrast, inhibiting factors were negative and stemmed from individual, demographic, and economic conditions. These findings confirm that the success of the PTSL-PM program is closely linked to the active contribution of the community, reinforcing the importance of inclusive and participatory approaches in land administration initiatives.
