Abstract

The achievement of Electronic Certificate (e-Certificate) implementation, particularly at the Pre SU-el stage, reached only 1.25% of the total active land survey documents as of January 2025. Moreover, among the 365 villages/urban neighborhoods administratively managed by the Bogor Regency Land Office I, none has yet met the criteria to be considered a complete village/urban neighborhood. Based on this issue, the objectives of this research are: (1) to describe the implementation process of the SU-el stages; and (2) to identify the challenges and proposed solutions in implementing each stage of the SU-el process. This research uses a qualitative method with a descriptive approach. The data collected consists of primary data, including information on the implementation of SU-el, challenges in its implementation, and possible solutions. Secondary data includes regulations related to electronic certificates, particularly SU-el, as well as summaries of SU-el data and records on the quality of spatial and textual data. Primary data was collected through interviews, while secondary data was obtained through document studies. The data analysis was conducted using a qualitative approach, with the findings presented through data reduction and categorization. The results of this study conclude that: (1) The implementation of the SU-el process is divided into three stages, namely Pre SU-el, Quality Control, and SU-el Validation; and (2) Each stage of the SU-el implementation faces challenges, which can be categorized into internal and external constraints, along with corresponding solutions for each identified issue.
