Abstract

This study aims to provide a comprehensive analysis of the spatial mismatch between designated protected paddy fields and the regional spatial planning policies in Purworejo Regency. The research employs a mixed-methods approach, combining spatial overlay analysis with qualitative interviews of key stakeholders to identify discrepancies and understand their implications. Primary and secondary data sources, including official spatial plans and field verification, were utilized to ensure accuracy. The spatial analysis reveals significant and clustered mismatches predominantly in the Grabag and Pituruh districts, indicating areas where protected agricultural lands are not aligned with current spatial planning regulations. These mismatches pose serious threats to sustainable land management, agricultural productivity, ecological balance, and local food security. Furthermore, the study identifies potential land use conflicts, disruptions to ecosystem services, and challenges in policy implementation as critical issues arising from the mismatches. To address these challenges, the study recommends enhanced inter-agency coordination to synchronize spatial datasets and planning efforts, rigorous updating of spatial data validated through ground truthing, and intensified community outreach and education programs targeting land managers and local residents. These interventions aim to strengthen policy enforcement, optimize land utilization, and promote sustainable agricultural practices. This research contributes valuable insights for policymakers, planners, and stakeholders seeking to harmonize land protection with spatial development objectives in Purworejo and similar contexts.
