Abstract

Kalurahan Wonokerto holds significant potential in natural, cultural, and agricultural tourism; however, its development remains suboptimal due to limited infrastructure, low human resource capacity, and the lack of integration with the agrarian reform program. Agrarian reform does not only focus on land tenure restructuring but also opens opportunities for access restructuring through the utilization of productive sectors such as tourism. This study aims to analyze the development of tourism potential within the framework of access restructuring in agrarian reform, identify stakeholder roles, and examine the challenges and solutions encountered. A descriptive qualitative approach was used, with data collected through observation, interviews, and documentation. The results showed that the four attractions in Wonokerto sub-district have a great opportunity to be developed through edu-tourism, agro-tourism, and cultural tourism. Stakeholders involved such as Wonokerto Village Government, Tourism Awareness Group, Sleman Regency Tourism Office, Sleman Regency Land Office, and the community collaborate in institutional strengthening and tourism training. The obstacles faced include low understanding of agrarian reform, limited community participation, inadequate infrastructure, and lack of management innovation. Various solutions have been implemented, such as integrated training, institutional assistance, accessibility improvements, provision of public facilities, and innovation workshops based on local potential. The integration of tourism development within the framework of agrarian reform access arrangement has great potential to encourage inclusive and sustainable community empowerment.
