Abstract

Sustainable spatial utilization requires public participation in understanding the importance of spatial use permits. One such permit is the Application for Conformity of Spatial Utilization Activities (PKKPR) for business activities. However, Ngawen District is one of the two districts with the lowest number of PKKPR for business applications compared to other districts within the Urban Area of Klaten Regency. This study aims to: (1) Analyze public perception toward the PKKPR for business policy in Ngawen District, Klaten Regency; (2) Determine the factors influencing public perception of the PKKPR for business policy in Ngawen District, Klaten Regency; and (3) Identify the influence of public perception on the low submission rate of PKKPR for business in Ngawen District. This research uses a quantitative method with a Likert scale. The results indicate that the level of public perception in Ngawen District regarding the PKKPR for business policy is relatively positive. Differences in public perception are not influenced by factors such as age, land tenure status, education level, or occupation. However, other factors do influence perception. On the other hand, while perception of the policy does have an impact, it does not significantly correlate with the low rate of PKKPR for business applications in Ngawen District.
