Abstract
Karawang Regency, as one of the national rice barns, faces significant challenges regarding the sustainability of its agricultural land due to the rapid conversion of land into industrial zones, settlements, and other infrastructure. This study aims to identify the spatial distribution pattern of the mismatch between Protected Rice Fields (LSD) and the Regional Spatial Plan (RTRW) in Karawang Regency, as well as to examine the impacts and solutions to the problems arising from this mismatch.The research uses a mixed-method approach with a spatial analysis perspective. Quantitative data were collected through overlay analysis of the LSD and RTRW maps of Karawang Regency, while qualitative data were obtained through interviews with relevant government agencies and communities in areas with high, moderate, and low levels of mismatch.The analysis results show that out of a total of 95,667.44 hectares of land studied, 80,512.75 hectares are aligned between LSD and RTRW, while 15,187.01 hectares are mismatched. The spatial distribution of the mismatches is clustered, indicating a risk of further land conversion spreading to surrounding areas.The impacts of these mismatches include regulatory conflicts in the issuance of permits and land certificates, difficulties in supervision, and a decline in the credibility of spatial planning policies. In the agricultural sector, the significant impacts include a reduction in productive land area, threats to national food security, decreased farmer income, shifts in livelihoods, increased flood risk, and agrarian conflicts.To address these issues, it is recommended to revise the RTRW with a priority on synchronizing LSD data, strengthening coordination among institutions (BPN, Department of Agriculture, and Department of Spatial Planning), and developing an Integrated Land Information System (SIPT).
