Abstract

Access reform in agrarian programs is one of the strategies to improve community welfare by optimizing land utilization through empowering Micro, Small, and Medium Enterprises (MSMEs). This study aims to analyze cross-sector stakeholder collaboration in empowering MSMEs through access reform implementation in Purwantoro Subdistrict, Malang City, and to evaluate its impact on community welfare. This research employs a descriptive qualitative approach using in-depth interviews, field observations, and document analysis. The findings reveal that collaboration among stakeholders, including Malang Land Office, Department of Industry and Trade, Regional Revenue Office, and National Capital Institution, successfully strengthened community organizations through the "Purwantoro Berkarya" group and enhanced entrepreneurship literacy among residents. The program has positive impacts on social, psychological, and cultural aspects, such as increased solidarity, self-confidence, and revitalization of local traditions. However, the economic impact remains limited as income growth is not yet significant. Identified obstacles include system readiness issues an insufficient continuous assistance. Therefore, consistent optimization of stakeholder roles is required to improve program effectiveness and enhance community welfare.
