Abstract

The Weekend Land Service Program (PELATARAN) is a public service innovation launched by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to provide easier access to land administration services outside regular working days. This study aims to examine the impact of the PELATARAN program on improving land registration services at the Surabaya City Land Office 1, as well as the challenges and solutions encountered during its implementation. His research uses a descriptive qualitative method, with data collected through observation, interviews, and document studies. The results show that the PELATARAN program facilitates public access to land services, particularly for those unavailable during weekdays, including services such as application submission, document inquiries, and certificate collection. The results showed that the program contributed to a significant increase in service requests, especially in its second year of implementation. However, a decline in usage was observed in the following year due to issues such as limited public awareness and technical system constraints. Staff also faced challenges, including additional workloads and delayed data entry into the land system. The study recommends improving public outreach, optimizing the land information system (KKP), and providing clear informational guides to enhance the effectiveness of the PELATARAN program.
