Abstract

Land redistribution is a key component of Agrarian Reform, aiming to restructure land ownership and control more fairly, including through the release of forest areas as a source of Agrarian Reform Object Land (TORA). This study aims to evaluate the implementation of land redistribution from forest area release in Karo Regency, particularly in the villages of Tanjung Barus, Penampen, Serdang (Barusjahe District), and Jandi (Juhar District). The research employs a qualitative method with a descriptive approach. The findings show that communities in the study areas have fulfilled all criteria as eligible subjects and objects of redistribution in accordance with applicable regulations. However, of the 1,136 land parcels included in the forest release decree (SK Biru), only 15 were redistributed in 2024. The low realization rate was due to interrelated technical-administrative, institutional, legal, social, and economic obstacles. The study recommends strengthening cross-sectoral coordination, accelerating data updates of subjects and objects, and improving implementation effectiveness to ensure Agrarian Reform truly delivers agrarian justice at the local level.
