Abstract

This study examines the implementation of Sultanaat Grond land administration in the Special Region of Yogyakarta (DIY). The background of this research is the enactment of Law No. 13 of 2012, which recognizes the Yogyakarta Sultanate as a legal entity entitled to land ownership. However, the administration of Sultanaat Grond has not yet been fully realized. Therefore, an in-depth study is needed to understand the progress of its administration and the challenges faced in its implementation. This study aims to prevent land ownership disputes related to the Sultanate's lands and to provide both theoretical and practical benefits. The research uses a qualitative method with a descriptive approach to gain deep insights into the phenomenon being studied. Data collection techniques include interviews with relevant informants, document studies, and field observations. The data were analyzed interactively through data reduction, data presentation, and conclusion drawing. The results show that the administration of Sultanaat Grond has progressed in terms of legal frameworks, the involvement of institutions, and public utilization of the Sultanate’s lands. The legal basis includes Law No. 13 of 2012, further regulated by Regional Regulation (Perdais) No. 1 of 2017 and Ministerial Regulation of ATR/BPN No. 2 of 2022. From 2013 to 2015, the administration was carried out by the Bureau of Governance of the Regional Secretariat of DIY, and since 2016, it has been managed by the Office of Spatial Planning and Land Affairs (Dispertaru) of DIY. Based on the administration results, Sultanate land accounts for approximately 9% of the total land area in DIY. Several challenges were identified during the administration process, including unclear land locations and users, discrepancies between initial data and actual field conditions, community reluctance to share ownership information, unresolved land boundary agreements, and incomplete documentation for land registration.
